The EU Agency points out that this project, developed by the State Federation of Lesbians, Gays, Transsexuals and Bisexuals (FELGTB), is an example of the good results achieved through networks between governmental agencies and NGOs for supporting victims and fighting against hate crime.

Network against Hatred, funded by the EEA Grants within Active Citizenship Programme, has promoted a comprehensive and coordinated response to hate crimes on ground of sexual orientation or gender identity unifying the voices of the victims, NGOs, administrations, prosecutors, security forces and the media. This coordination resulted in the development of tools, procedures and awareness campaigns. The objective was to give visibility to this problem, achieve higher levels of legal protection and increase support to victims.

One of the milestones was the launching of the Social Media campaign #ConLaVozBienAlta, one of the highest-impact awareness-raising on hate crimes in Spain. Besides, the project had the support of two similar organizations in Norway and Iceland benefiting from the best practices exchange.

FRA highlights as elements transferable from this project to other EU Member States: the creation of a unified system of notification and registration of hate incidents between eight entities and coordinating it with the authorities; the launching of a better assistance service for hate crime victims and how to make the process of reporting these crimes easier.

Active Citizenship Programme, operated by the NGO Platform of Social Action, aimed at strengthening NGOs and addressing social justice and sustainable development.
