Fund operator for Global Fund for Regional Cooperation
The Financial Mechanism Office – the secretariat of the EEA and Norway Grants – is calling for bids for a Fund Operator to support the management of the EEA and Norway Grants Global Fund for Regional Cooperation.

The EEA and Norway Grants 2014-2021 represent funding from Iceland, Liechtenstein and Norway to reduce economic and social disparities and strengthen cooperation with 15 EU countries in Central and Southern Europe and the Baltics. For the period 2014-2021, a total contribution of €2.8 billion has been agreed.
A new feature of the EEA and Norway Grants 2014-2021 is the establishment of a Global Fund for Regional Cooperation with an allocation of €100 million.
The EEA and Norway Grants Global Fund for Regional Cooperation is project oriented and supports responses to European challenges through enhanced dialogue and strengthened European networks. The thematic focus areas will be set out in open calls for proposals approved by the donor countries. The Fund shall be implemented by way of transnational projects involving entities across the beneficiary countries of the EEA and Norway Grants as well as the donor countries and certain third countries. The fund is divided in two parts: The EEA and Norway Grants Fund for Youth Employment and the EEA and Norway Grants Fund for Regional Cooperation.
The Financial Mechanism Office is seeking a Fund Operator to take on the administrative and technical tasks related to the implementation of the Fund.
The Fund Operator shall carry out administrative and technical tasks related to the selection of projects, contract projects and perform project management tasks, including payments, monitoring and control functions, during project implementation and closure.
Deadline for submission of bids is 15 September 2016 at 12 (noon) CET. Contract period: November 2016 (or as soon as possible) to 31 December 2024 at the latest.
